International Non Governments Organization, who wishes to set up an regional / office in Thailand. is required to register under "Committee on Consideration of the entry of Foreign Private Organization"

2. Receive fund from foreign Organization who does not have an office in Thailand 

3. Foreign Organization wish to arrange seminar in Thailand 

4. Received fund  for arrange meeting in Thailand from foreign organization who does not have an office in Thailand. 

You are obligated to apply a "permission to operate an activity in Thailand" which control by Commitee on Consideration of the entry of Foreign Private Organization host by Foreign Workers Administration Office, Department of Employment, Ministry of Labour..
